The Regulation requires that controllers of premises must ensure that their premises are safe and without risks to health.

The new regulations that apply to a controller of premises do not apply to premises only occupied as a private dwelling. If the owner builder employs any persons, they then becomes an employer, and are subject to the employer provisions of the Act and Regulations.
