Must the OHS committee chairperson be an employee representative?

Yes.

The chairperson must be one of the employee representatives (OHS Regulation 2001 - Clause 24(e))

The employee representatives on the OHS committee must be elected by the employees in the relevant workgroup the committee represents. (Clause  24(a))
