Discussion Paper and issue papers

A  discussion paper was released on 28 June 2005 with interested persons and groups invited to submit any comments they wished to make in relation to issues relevant to the terms of reference.

A further five issue papers were released on 22 December 2005. Each issue paper dealt with a specific issue on which the review team was seeking further comment to assist with analysis of the issue and consideration of change options.
