On 31 October 2005, WorkCover CEO Jon Blackwell announced the seven organisations that would provide workers compensation services under the new-look NSW WorkCover Scheme.
The seven successful organisations selected through a competitive tender, operate as Agents in the NSW WorkCover Scheme and deliver claims and policy services under commercial contracts. Agents were awarded contracts following an open tender process where they were required to demonstrate capability, capacity and performance in claims and policy management.
The initial contract period was for 3 years, expiring on 31 December 2008.
The changes are a pivotal part of the NSW Government's program of reform to workers compensation that are aimed at delivering a range of benefits for injured workers and employers.
As part of their contracts, Agents operating in the Scheme will need to produce tangible results and will be remunerated on their ability to meet various performance standards.
Agents are currently working to the the new arrangements and have done so since 1 January 2006.
In October 2008, the Nominal Insurer extended these contracts for a 12 month period, until 31 December 2009, pending the awarding of new contracts. Commencing 1 January 2010, new five-year contracts will commence with the seven existing agents. The new contracts build on the existing arrangements to ensure scheme agents are focussed on improving the delivery of services to injured workers and employers.
