The self-assessment tool 
Along with providing the facility for employers to seek a private ruling, WorkCover has developed a self-assessment tool that helps an employer decide if a private ruling from WorkCover may be required.

The self-assessment tool provides a simple way for employers to seek clarity about their employment relationships. While the result of the self-assessment tool is a GUIDE ONLY, it provides a good indicator of the employment situation provided all questions are answered accurately and honestly.

The self-assessment tool is FREE and ANONYMOUS and simple to use. It is designed to assist employers clarify basic worker/contractor situations. The self-assessment tool is available online and in hard copy. To access the online tool, see 'Further information' below. For a hard copy of the tool, contact the WorkCover Assistance Service on 13 10 50.

In order to assist you with filling out the questions of the self-assessment tool, commentary is provided on the right hand side of the screen. It is highly recommended that you read this before answering any question as this is provided to give you the correct context of the questions.

The tool identifies the status of the person(s) or entity through a series of simple questions. Based on the information provided in each of these questions, the tool will generate a report containing an indicative decision on the worker status of the person(s) or entity.

A self-assessment is not needed if the person is a 'deemed worker'. See "Worker or Contractor?" in 'Also in this Section' for further information

If the recommendation from the self-assessment tool is ‘worker’ or ‘contractor’ you may not need to apply to WorkCover for a private ruling. However, you may wish to apply for a private ruling to determine the person(s) status if:

  • you disagree with the result, or
  • your situation cannot be self-assessed, or
  • you are still not certain about the result of the tool.
